Introduction and History of the HSE Unit of Padideh Shimi Jam Knowledge-Based Company

The HSE unit of the knowledge-based company Padideh Shimi Jam (formerly Nili) was established in 1999, based on two principles: “Responsibility of all personnel regarding HSE-related matters” and “Prioritization of HSE considerations in all organizational activities.”

By considering the Integrated Management System (IMS) as an inseparable part of all its business activities, this unit is responsible for monitoring compliance with the requirements of the said system in design and engineering activities, operational execution, and services.

Right at the beginning of the company’s activities, a committee consisting of project managers for major projects was formed to organize human resources in the field of HSE, and the culture-building of implementing its regulations in the factory, as well as providing legal requirements in ongoing projects, was placed on the agenda.

The activities of the HSE unit at Padideh Shimi Jam entered a new phase in 2021, as the company was tasked with collaborating with an international Italian firm to execute the construction project of the Padideh Shimi Zanjan plant.

Policy, Strategies, and Objectives

The HSE manual of the knowledge-based company Padideh Shimi Jam was formulated in 2000, in accordance with the Health, Safety, and Environment Management System (HSE-MS) model, modeled after leading companies in the HSE field. The principles governing this manual are designed to meet the requirements and demands of HSE management standards and can serve as a guide for company personnel, employers, and intermediaries intending to evaluate the HSE management system.

The HSE manual is structured in such a way that the connection between existing risks in the organization and the organizational manager is systemized. This means that by acting according to the manual, the management of each unit can possess the capability to deal with various potential risks, lead the organization under their command in the event of a risk, assign individual responsibilities for any type of risk, determine how to evaluate the organization’s performance in facing risks, and organize personnel based on functions and processes.

In this way, errors can be prevented, and corrective measures for occurred issues as well as managing various changes in systems can be accomplished. In other words, this manual illustrates the relationships between components using a model. Right at the beginning of Padideh Shimi Jam’s activities, a committee consisting of company managers was formed to organize human resources in the field of HSE. Cultivating a culture for implementing its regulations in the factory and the corporate headquarters, as well as providing legal requirements for ongoing projects, was placed on the agenda.
