Introduction and History of the HSE Unit at Padideh Shimi Jam Knowledge‑Based Company

Recognizing the Integrated HSE Management System as an inseparable component of all business operations, this unit is responsible for monitoring compliance with the requirements of the aforementioned system across design and engineering activities, operational processes, and service functions.

At the early stages of the company’s operations, a committee composed of the managers of major projects was formed with the aim of organizing the human resources in the field of HSE. Cultivating a culture of adherence to HSE regulations within the plant, as well as ensuring legal compliance for ongoing projects, was placed on the committee’s agenda.

In 2021 (1400 SH), the activities of the HSE Unit at Pardide Shimi Jam entered a new phase when the company was assigned the mission to collaborate with an international Italian firm for the construction project of the Pardide Shimi Zanjan plant.

The HSE Manual of Padideh Shimi Jam Knowledge‑Based Company was developed in 2000 (1379 SH) in accordance with the Health, Safety and Environment Management System (HSE‑MS) model, inspired by the practices of leading companies in the field of HSE. The governing principles of this manual have been designed to fulfill the requirements and expectations of managerial standards related to HSE, serving as a guiding reference for company personnel, employers, and intermediaries who intend to evaluate the company’s HSE management system.

The structure of the HSE Manual establishes a systematic linkage between the existing hazards within the organization and its management. This means that by adhering to the manual, each unit’s management can effectively address various potential hazards, lead its department in the event of an incident, define the responsibilities of individuals in response to different types of risks, evaluate the organization’s performance in facing such hazards, and organize personnel based on their functions and operational processes.

Such a framework not only prevents the occurrence of failures but also ensures the correction of undesired situations and facilitates the management of all types of changes within systems. Essentially, this manual portrays the relationship among organizational components through an integrated model.

Training

HSE training at Padideh Shimi Jam Knowledge‑Based Company began with training for senior managers and continued with monthly training sessions and periodic examinations for HSE personnel. Subsequently, these training programs were extended to workshop staff and were ultimately consolidated under a comprehensive HSE Training System. For the implementation of this system, personnel from all departments of the company—from managers to workers—were divided into groups, and training needs were assessed accordingly. With the involvement of academic instructors, the internal capability of Padideh Shimi Jam to conduct these trainings was strengthened.
